    TVET Learning Management System: Strategic Focus

    1. Vision (The Aspiration)

    The Vision defines the highest desired future state for the LMS in the TVET ecosystem.

    Vision: To be the leading digital ecosystem for Technical and Vocational Education, recognized globally for producing a highly competent, job-ready, and adaptable workforce that drives national and global economic growth.

    2. Mission (The Purpose)

    The Mission describes the primary purpose of the LMS and what it does every day to achieve the Vision.

    Mission: To provide an integrated, industry-aligned, and flexible digital platform that centrally manages, delivers, and assesses hands-on, competency-based training, ensuring a seamless transition for every learner from the classroom to the workplace.

    3. Overarching Goal (The Broad Aim)

    The Goal is the high-level, long-term accomplishment the LMS is designed to achieve.

    Goal: To significantly improve the quality, relevance, and efficiency of TVET delivery by leveraging digital technology, thereby increasing student throughput, certification rates, and successful employment outcomes.

    4. Specific Objectives (The Measurable Steps)

    Objectives are the specific, measurable, achievable, relevant, and time-bound (SMART) actions taken to achieve the Goal.

    Quality & Relevance O1: Ensure $100\%$ of digital course content is mapped and updated monthly to reflect the latest National/International Occupational Standards and industry skill requirements.
    Access & Equity O2: Increase student engagement and participation by $\mathbf{25\%}$ within the first year through mobile-responsive design and offline content access features.
    Competency Assessment O3: Implement a robust digital e-Portfolio system that captures and verifies $90\%$ of practical assessments through photo/video evidence and real-time supervisor sign-offs.
    Efficiency & Administration O4: Reduce administrative overhead (e.g., grading, resource scheduling, reporting) for instructors by $\mathbf{40\%}$ through automation of routine tasks.
    Industry Linkage O5: Track and report on job placement rates for graduates, with a target of achieving $85\%$ employment or self-employment within six months of certification.
